NYCSERV ePayment Center | Privacy Policy
Thank you for visiting the City of New York on the World Wide Web. This web site is designed to make it easier and more efficient for consumers, individuals and businesses to interact with New York City government. As with all online resources, we appreciate that many visitors may be concerned about their privacy. The City of New York is committed to preserving your privacy when you visit our sites.

New York City has employed the ClearTran Corporation and the Official Payments Corporation to bring you electronic payment services. To process your payment, the Department of Finance, ClearTran and Official Payments will collect certain information from you. To read ClearTran and Official Payments' policies regarding the personal information you provide, or to receive other information about ClearTran and Official Payments, please go to their websites at www.cleartran.com and www.officialpayments.com.

The personal information collected will be handled and used by the Department of Finance, ClearTran and Official Payments in the same way the Department of Finance currently collects information from people who visit our offices in person or submit such information in writing. All information collected is subject to the access and confidentiality provisions of law of the City of New York, the State of New York and the federal government.

What is personally identifiable information?
"Personally identifiable information" or "personal information" means any information relating to an identified or identifiable individual who is the subject of the information. The Department of Finance, ClearTran and Official Payments collect information such as name, address, and credit card details in the process of providing electronic payment services.

You do not have to provide personally identifiable information

Only users accessing our electronic payment service are required to submit personal information. All other users do not have to provide personal details to visit the City of New York or Department of Finance web sites, or to download information.

Access to Personal Information
The City of New York maintains records (including information collected via the electronic payment service) containing personal information about individuals, or information that can be identified or associated with a particular individual. The laws of the City of New York, the State of New York and the federal government control access to personally identifiable information. Information that is not considered confidential either under New York or federal law [i.e., information that is neither "personal information" nor "personally identifiable information"] may be posted for electronic access on City of New York web sites. New York municipal and state law recognizes concerns people have with regard to public records, including the right and ability to correct inaccurate information. Consequently, if you are concerned with regard to the accuracy of any information pertaining to you in the records of the Department of Finance, please submit your parking violation questions (links to http://www1.nyc.gov/site/finance/about/contact-by-email/contact-parking-ticket-general-questions.page ) or your property tax questions (links to http://www1.nyc.gov/site/finance/about/contact-by-email/contact-property-tax-inquiries.page ) to us rather than ClearTran or Official Payments.

City of New York web sites are secure for information transmission.
The information you transmit in our electronic payment service occurs over a secure line. When you reach the final step in the payment process and press the "CHECKOUT" button, your browser looks for a digital certificate to confirm that it is communicating with nycserv.nyc.gov. Our system uses VeriSign software to enable the use of digital certificate technology. For your security, every time you use this site, the verification process is automatically activated and occurs in the background of whatever operation you are performing. You can click on the VeriSign logo below to verify that nycserv.nyc.gov is a VeriSign secure site. (When you click on the Verisign logo, a Verisign Web page will open in a separate browser window.)

ABOUT SSL CERTIFICATES

Once your browser has verified our site using the digital certificate, it begins communicating with our server in secure mode, sending data back and forth in an encrypted format using a security technology called Secure Sockets Layer (SSL).

Note: Your browser's security icon, usually located in the bottom status bar of your browser window, reflects the security condition of the outer-most frame displayed in your browser window. If that frame was generated by a non-SSL site, the browser security icon will indicate non-secured data transmission, even though the inner frame where your personal information is being displayed is communicating over a secured link.

These Terms and Conditions do not create any contractual relationship of any kind among any of our or ClearTran's or Official Payments' vendors and you. Accordingly, in no event will any of our or ClearTran's or Official Payments' vendors be liable to you under any circumstances with respect to the Payment Service. In addition, in no event will either we or ClearTran or Official Payments be liable for any act or omission of any third party, including, but not limited to, your Financial Institution, any payment system, or any provider of telecommunications services, Internet access or computer equipment or software, or for any circumstances beyond their control, including, but not limited to, fire, flood or other natural disaster, war, riot, strike, act of civil or military authority, equipment failure, computer virus, or failure or interruption of electrical, telecommunications or other utility services. Neither we nor ClearTran nor Official Payments are liable for delays caused by the mail or any payment or clearing house system.
